Can I create a site to rank the hottest women in the world?

My friend and I think the Maxim Hot 100 is rigged and is horrible. We want to create a website that is tournament style and will rank girls on looks, but will contain lots of celebrity photos. So the problem I have is there a way to get the photos basically without paying for them? Is there anyway around this other than linking the photos to the site? I don't even care to make money I just want to right maxim's faults. haha I have the ability to create the site myself if anyone was wondering about that...
