Is it time for a new creative team in the WWE?

After watching Over the Limit, I am really starting to question how creative WWE's creative team really is. If you take a look at the list of WWE Champions from April 26th, 2009 (roughly 25 months ago) there has only been five different title holders with fourteen different reigns, with Cena and Orton making up nine of those fourteen.... Now, compare that to March 28th, 1999-April 1st, 2001 where there were eight different title holders with sixteen different reigns, ten of those sixteen were shared between Steve Austin, The Rock and Triple HHH. In addition to those main champions, there were three lesser reigns in the present day (Batista, Sheamus and The Miz) compare that to the five from 1999-2001 (Mankind, Mr. McMahon, Undertaker and Kurt Angle). Is it just me or are we lacking the numerous big time characters we had in the "hay day" of wrestling?
